April 2010 Concept successfully tested for a WMO-IOC Regional Marine Instrument Centre (RMIC) at the US National Data Buoy Centre (NDBC). Establishment of RMICs was recommended by JCOMM-III (Recommendation 1) to facilitate adherence of observational data and metadata and processed observational products to higher level standards for instruments and methods of observation. RMICs provide facilities for the calibration and maintenance of marine instruments and the monitoring of instrument performance; assistance with regard to instrument inter-comparisons; and appropriate training facilities. USA kindly offered the NDBC to act as RMIC for the WMO Regional Association IV. A successful training JCOMM marine instrumentation workshop for the Regional Association IV was held at the USA NDBC between 13 and 15 April 2010.

The Data Buoy Cooperation Panel (DBCP) approves a plan, including financial support from its Trust Fund, for a Regional Capacity Building workshop for the Western Indian Ocean (Cape Town, South Africa, April 2010). The Panel endorsed a new Pilot Project for the measurement of High Resolution Sea Surface Temperature (HRSST) from drifters, with the objective of addressing the requirements expressed by the Group for High Resolution SST (GHRSST). Within this Project, a number of drifters equipped with HRSST sensors (+/- 0.05C accuracy), GPS and Iridium communications will be deployed in the test region, and the Pilot Project Team will evaluate the impact of in situ HRSST on the quality of satellite SST retrievals.

 

May 2009

Integration of the VOSClim into the wider VOS: The fifth Session of the JCOMM Ship Observations Team (Geneva, 18-22 May 2009) agreed to end the Pilot phase of the VOSClim and proposed the integration of VOSClim ships into the wider VOS by creating a new class of vessels as part of the VOS Scheme. It also agreed to create a sub-class for AWS. Requiredchanges will be implemented into the WMO Guide to Marine Meteorological Services for approval by JCOMM-III.

December 2008 The Pilot Project for the integration of marine and other appropriate observations into the GOS, also named WIGOS Pilot Project for JCOMM has been working pro-actively since WMO Cg XV in developing its Project and Implementation Plans. The deliverables of the Pilot Project are (i) developing interoperability arrangements between ocean data systems and the WIS while providing for documented and standardized data, (ii) documenting & integrating best practices and standards, and (iii) Quality Management and implementation of cost effective Quality Management Systems (QMS). The Pilot Project multi-disciplinary approach will permit the provision of consistent, coherent, timelier, and better quality data and products, while at the same time minimizing duplication. October 2008 JCOMM initiatives for wave measurements from buoys: Based on the recommendations arising from the JCOMM workshop on wave measurements from buoys (New York City, USA, 2-3 Oct. 2008), the DBCP agreed at its 24th Session (Cape Town, 13-16 October 2008) to establish a new Pilot Project on Wave Measurement from Drifters (PP-WMD) for a period of three years, and to allocate adequate finances in 2009 and succeeding years so that the project might get under way as soon as possible.

In addition, the DBCP supported the establishment of a JCOMM Pilot Project on Wave measurement Evaluation and Test from moored buoys (PP-WET), and agreed to provide either financial or in-kind support. The Data Management Task Team and Instrument Best Practices & Drifter Technology Developments Task Team should actively lead the implementation of the Pilot Project through its Steering Team. Third International Workshop on Advances in Marine Climatology (CLIMAR-III)

The workshop was held in Gdynia, Poland from 6 to 9 May 2008. Marine climatology is increasingly recognized as vital to improving our characterization and understanding of climate change. The numerical models that we rely on to predict changes to our climate must be able to model the evolution of past climate, so research to develop long-term and accurate historical datasets has never been more important. Argo reaching its target of 3000 operational floats

As of 1 November 2007, the Argo programme has reached its initial target for developing a global network of 3000 operational profiling floats. The programme started in 1998 and planned to sample the world oceans for water temperature and salinity profiles to a depth of 2000 meters, and to estimate the ocean currents at that depth at an horizontal resolution of 3 degree by 3 degree.

Argo data have permitted to reduce the uncertainty of ocean heat storage calculation and therefore to improve estimates and forecast of sea level rise caused by thermal expansion. Argo is now playing a key role in improving the seasonal climate forecasts and its data are routinely being used in coupled ocean-atmosphere models together with satellite products and other data from in situ observing systems.

10th International Workshop on Wave Hindcasting and Forecasting & Coastal Hazard Symposium

The 10th International Workshop on Wave Hindcasting and Forecasting & Coastal Hazard Symposium will be held in North Shore, Oahu, Hawaii, from 11 to 16 November 2007.  WMO and IOC, through JCOMM, are co-sponsors of this Workshop, jointly with the Environmental Canada, and the U.S. Army Engineer Research and Development Centre’s Coastal and Hydraulics Laboratory. 1st JCOMM Scientific and Technical Symposiumon Storm Surges

June 2007 A DBCP Training Course was organized in Ostend, Belgium, from 11 to 15 June 2007 in close cooperation with the International Oceanographic Data and Information Exchange (IODE) and the Ocean Data and Information Network for Africa (ODINAFRICA). Overall, the course was felt to have been very successful, and many participants expressed their interest not only to join the regional action groups of the DBCP, but also to initiate a dialogue with the Global Drifter Programme in order to actively participate in buoy deployment and data management activities. 9TH INTERNATIONAL WORKSHOP ON WAVE HINDCASTING AND FORECASTING
