Supplementary Guidance to Parties on the Preparation of Detailed National Reports on Global Climate Observing Systems (November 2000)

These notes were drafted by a small informal group of National GCOS Coordinators who met in Melbourne, Australia in August 2000. Participants at the informal meeting were from Australia, Finland, Germany, Netherlands, New Zealand, Sweden, United States of America and the GCOS Secretariat.

The notes are intended to provide optional additional guidance to Parties in preparing national reports on climate observing systems. They are intended to be supplementary to, and in no way replace, the guidance adopted as an Annex to Decision 5/CP.5 and published as UNFCCC REPORTING GUIDELINES ON GLOBAL CLIMATE OBSERVING SYSTEMS in document FCCC/CP/1999/7.

The group felt that the UNFCCC guidelines for national reports on observing systems set a useful minimum level of reporting, with scope for providing additional information at the Party’s discretion. It was felt, however, that there would be substantial benefits in developing a more detailed report format to assist Parties in identifying more completely the type and level of information that would be useful to assist the FCCC and GCOS Secretariats in their assessment of the status of systematic observations of the climate system.
