OPAG 1 - Agrometeorological Services for Agricultural Production
ICAS 1.1 | ETCUAP 1.2 | ETASAD 1.3 The goal of the OPAG 1 is to maintain an active and responsive overview of all activities related to provision of improved agrometeorological services to agriculture, rangeland, forestry and fishery sectors, strengthening information and dissemination networks (including monitoring and early warning systems) and management of natural resources.
Click Here for Complete OPAG 1 Terms of Reference (PDF) This OPAG is composed of one Implementation/Coordination Team (ICT) and two Expert Teams (ET). 1.1 - Implementation/Coordination Team (ICT) on Agrometeorological Services (ICAS) Terms of Reference for ICAS (a) To review and coordinate the activities of the OPAG, as well as additional related activities of priority to the Commission, in order to ensure their effective implementation and adoption within Member countries; (b) To consider agrometeorological requirements for developing farm-level strategies and for making specific proposals for applications to agriculture, forestry and fisheries, based on the output of the ETs; (c) To make recommendations on regional training needs to improve agrometeorological services to various sectors such as agriculture, forestry, fisheries, etc.; (d) To encourage accurate, reliable and systematic procedures for regionalized services to agriculture; (e) To raise awareness of the work of the OPAG and to capture opportunities for promoting its work; (f) To liaise with the coordinator for policy support in capacity building and the coordinator for bridging of the gaps between products/methods and producers of the CAgM MG, as appropriate, in the implementation of the activities of the team; and (g) To prepare reports in accordance with timetables established by the OPAG and/or the MG. Activities for ICAS 1.2 - Expert Team on the Content and Use of Agrometeorological Products by Farmers and Extension Services (ETCUAP) Terms of Reference for ETCUAP (a) To review and evaluate the use of agrometeorological products by region, provide guidance on agrometeorological applications to farmers and extension services, and make recommendations for improvements in advisories and forecasts for both short term daily operational decisions and long-term strategic planning at the farm level; (b) To identify and collect case studies from Member countries of successful applications of weather and climate products for agriculture, and review the strengths, weaknesses and limitations for more general use; (c) To study and develop recommendations for enhancing more effective transfer and dialogue for training and demonstration between agrometeorological services and farmers at the local level to provide better services to farmers; (d) To determine and evaluate the gaps in agricultural information, such as crop phenology, moisture status, etc., to improve agrometeorological analyses for agriculture; and (e) To prepare reports for operational applications in accordance with timetables established by the OPAG and/or the MG. Activities for ETCUAP 1.3 - Expert Team on on Agrometeorological Aspects of Sustainable Agricultural Development (ETASAD) Terms of Reference for ETASAD (a) To review and evaluate the status of agrometeorological applications to conserve and manage natural and environmental resources for the benefit of agriculture, rangelands, forestry, fisheries and other relevant rural activities; (b) To collect and evaluate case studies of successful measures to manage land use, protect land and mitigate land degradation; and, promote a better understanding of the agrometeorological aspects of land degradation at the national and regional levels; (c) To review and summarize the different agrometeorological aspects of increasing water use efficiency including watershed management in collaboration with the WMO Commission for Hydrology (CHy), where appropriate; (d) To establish operational guidelines for fire weather agrometeorology; (e) To review and summarize the impact of weather and climate information on fisheries; (f) To provide liaison with JCOMM on the inter-Commission activities on natural disaster reduction in coastal lowland areas; and (g) To prepare reports in accordance with timetables established by the OPAGs and/or MG.
