Regional Climate Centres Implementation in Africa
At its fifteenth session in November 2010 Regional Association I (Africa) expressed the need to establish a Regional Climate Centre (RCC) in each of the Regional Economic Communities (RECs) and name these centres accordingly:
Considering the pan-African nature of the African Centre of Meteorological Application for Development (ACMAD), it was assigned a coordinating role among all RCCs in RA I and designated the African-RCC.
The ACMAD has been officially designated as a WMO RCC under the recommendation of the Commission for Basic Systems (CBS) during the Seventeenth Session of the World Meteorological Congress, in May 2015.
The Inter-Governmental Authority on Development (IGAD) Climate Prediction and Application Centre (ICPAC) has started their demonstration phase in March-April 2011.
The North African countries Algeria, Egypt, Libya, Morocco and Tunisia elaborated a project proposal for the RCC-Network for North Africa (NA-RCC-Network), and started the demonstration phase in 2014. The second meeting of the Focal Points of RCC-Network-NA was held from 14 to 16 October, 2015 at the WMO Secretariat, Geneva, Switzerland. The participants monitored the progress and discussed further steps towards the formal designation of RCC-Network-NA.
For West Africa, AGRHYMET and ACMAD started consultations to form an Economic Community of West African States (ECOWAS) RCC-Network.
For Southern Africa efforts are underway to extend the mandate and product suite of the Southern African Development Community Climate Service Centre (SADC-CSC) to also cover WMO RCC functions to become the SADC-RCC.
A roadmap towards a Central African RCC has been outlined with the aim to establish a specialized Economic Community of Central African States (ECCAS) agency.
Regional Climate Outlook Forums in RA I
There is a well-established structure of Region Climate Outlook Forums (RCOFs) in RA I.
The ACMAD supports five RCOFs:
The Mediterranean Climate Outlook Forum (MedCOF), coordinated by the State Meteorological Agency of Spain (AEMET), with the contribution from the RCC-Network-NA and ACMAD, encompasses the PRESANORD and the South-East European Climate Outlook Forum (SEECOF).
The ICPAC has spearheaded the Greater Horn of Africa Climate Outlook Forum (GHACOF) since 1998.
The SADC-CSC coordinates Southern African Climate Outlook Forum (SARCOF).
