The "FM 15–XII METAR" routine weather report is an an International Civil Aviation Organisation (ICAO) and World Meteorological Organisation (WMO) Code form representing an observation of weather and runway conditions at a specific aerodrome, observed at designated aerodrome at a specific time. The issuing centre is authorised and managed by the ICAO member state, and created according to declared ICAO and WMO standards.
