Progress Report on Innovative Collaboration

CBS 2001 discussed the development of the World Weather Watch Programme and the need for innovation in non-technical aspects of collaboration. It was agreed that a study should be undertaken to investigate existing cooperative arrangements and agreements and evaluate the results of these efforts so that all Members may benefit from the experience gained.
The hoped for outcome is that more Members will collaborate with others in the implementation of the World Weather Watch Programme of WMO and that these collaborative ventures will be successful.
Two questionnaires were drafted. One was of a general nature to be sent to all Permanent Representatives. They were invited to provide input on any venture with which they were involved. A second questionnaire was drafted to be sent to participating members of specific collaborative ventures. A list of these ventures is provided at Annex 1.
After several iterations the questionnaires were sent out on 25th September with a deadline of 30th October. As of the time of writing 18 responses have been received covering 23 different projects, as shown in Annex 2. It is hoped that despite a relatively low response rate so far, more completed questionnaires shall be received within two weeks of the deadline.
The designated rapporteur shall be unavailable to continue work on the study until mid-December at the earliest but plans are in place to enable the draft report to be completed by the end of February 2002.
